A Walk Through Harlem River Park

Community Board 11 member Richard Toussaint of Harlem has fond memories of a childhood during which he frequently played by the banks of the Harlem River. Twenty years ago, his idea of creating a riverfront park in Harlem was adopted and made part of the city’s overall plan to create a greenbelt around the island of Manhattan.
